I think in the movie it makes sense. But in the book it would have been enough of an improvement for me if she'd been much more prominently introduced in the Rivendell section. She's barely present, and always hidden somewhat. The movie ramped that up too. But yes, my disappointment re Arwen in the movie is probably less about how she's written, and more about the vocal delivery!
