Yes Frodo is bang on, but Faramir would have been far better than Legolas for Justice.
To be fair a lot of the card choices do look ok to me at a brief glance. But there are some oddities. E.g. for Star I'd have chosen the Phial of Galadriel rather than Arwen's Necklace.
And I wouldn't have chosen Faramir for the Knight of Rings (Pentacles). Who of course should have been Justice ...
There are also too many Arwen (not counting her necklace!), Aragorn, Eowyn and Galadriel cards. To be fair there is a shortage of female characters in the book to draw on for the deck (though they do try, e.g. including Rosie Cotton). But that doesn't excuse the overuse of Aragorn.
Thanks for prompting some more detailed probing! I do like the cards and the art, and am very glad I have this deck. But I think it should have been better. Not least those pip cards ...
