I've not heard that he has a fourth book planned, but the ending of the third book didn't feel like a series ending, more like a beat for continuing (the main character quits her hard fought for job but in a new struggles kind of way rather than a giving up kind of way). Maybe he does have an explanation, but I suspect it's more that he's expanding the situation for the present/future rather than explaining the past.
